On 8 November 2023, the European Commission presented a new Growth Plan for the Western Balkans aimed at accelerating the region’s economic development and bringing it closer to the single market of the European Union. The plan provides for financial support in the amount of EUR 6 billion for the period 2024–2027, which includes a combination of grants and favourable loans. For Montenegro, a total of EUR 383.5 million is earmarked, of which EUR 110 million is grants and EUR 273.5 million is favourable loans. Part of the funds will be allocated as budget support, while the remainder will be directed towards financing infrastructure projects through the Western Balkans Investment Framework. Disbursement of the funds is planned in several tranches and depends on the success of implementing the reforms defined in the Reform Agenda.
Montenegro’s Reform Agenda for the period 2024–2027 is a key strategic document that forms part of the EU Instrument for Reforms and Growth under the European Union’s Growth Plan for the Western Balkans. Its primary purpose is to accelerate economic growth, strengthen institutional stability, and speed up Montenegro’s economic convergence towards the European Union’s average.
The Reform Agenda includes reform measures in four key areas: business environment and private sector development, digital and energy transition, development of human capital, and rule of law and fundamental rights.
